A variety of programs are available to help qualified Traill and Steele County citizens meet their basic needs. These programs help many low-income families work toward self-sufficiency.
Basic Care
Basic Care is a program that helps aged, blind or disabled people, who need services in a licensed basic care facility, to pay for their care.
Child Care Assistance
Child Care Assistance is a program that helps low-income families defray some of the costs related to child care. Adult household members must be involved in work, looking for work or be in enrolled in education/training.
Supplemental Nutrition Assistance Program (SNAP)
The Supplemental Nutrition Program (formerly known as food stamps) is a federal program under the U.S. Department of Agriculture. The purpose of the program is to help low-income Americans meet their nutritional needs.
Foster Care Eligibility
A program where payment for room, board, supervision, clothing and personal needs can be made for children who reside in out-of-home placements.
General Assistance (GA)
The General Assistance Program is an emergency assistance program intended to meet basic maintenance of needs of families in financial crisis, disabled adults and burial of deceased indigent persons.
Healthy Steps
A program designed to provide medical coverage to uninsured children in the State of North Dakota. Children may be eligible for this plan if:
Assistance is provided regarding resources in areas such as employment or training, housing, transportation, senior services, legal, financial, medical, mental health services or other public/private human service partners.
Low Income Home Energy Assistance Program (LIHEAP)
The Low Income Home Energy Assistance Program helps eligible individuals and families with heating- and insulation-related costs in the winter.
Medical Assistance (MA) & Medicaid Expansion
Programs designed to assist individuals and families who do not have enough income to obtain health care. These services are extended to eligible elderly, blind or disabled individuals with no children or family.
Temporary Assistance to Needy Families (TANF)
A program intended to move low-income families from public assistance to self-sufficiency by providing cash assistance along with work readiness, training and job placement services.
Job Opportunities and Basic Skills (JOBS) Program
Job Opportunities and Basic Skills (JOBS) is a companion program that focuses on work-readiness, training and job placement services. Job Service of North Dakota and Career Options partner to provide these services to JOBS participants.

- They are not eligible for or covered by Medicaid
- They are not covered under any other health insurance
